As you can tell from the picture, the buckle has a release mechanism from the side that release the top portion of the belt buckle. To lock it, just slide into the hole on the side. There are many ways to design a belt buckle but this is ingenious. If any designer can find other means of buckling and unbuckling belts, then creativity is at its best.
